This is a problem with the HP-UX kernel.  On HP-UX 9, the relevant
kernel parameter is NCARGS in /usr/include/sys/param.h and is defined to
be 20k.  You can (1) rebuild the kernel, or (2) work around it by
tweaking your test to send multiple, shorter, messages.
