{bb} Paging in bb 1.09b/c

OK. I searched the archive. I couldn't find anything related. Maybe I am
going blind. Here are my question(s).

I am trying to get paging working. I want to be PAGED ONLY on red/purple
levels. On yellow levels, I just want an email. Here are my config files. No
modem attached. I created a fake process and put it in PROCS (so that it
gives a YELLOW warning). The web page shows me the process is down and gives
me the correct color code. I also get email every 10 minutes which is
correct. But I got *one* page. Why am I getting paged? Please help. Do these
config files look correct?

# email@test.com is the email address
# pager@test.com is the pager address (alpha pager)
