Apart from the fact that it's included as standard in the baseline
distribution on the newer perls, it can be obtained on the place for all
perl modules, www.cpan.org.
The very newest version is dated 31 Aug 1999, and can be downloaded as
http://www.cpan.org/authors/id/LDS/CGI.pm-2.55.tar.gz, so it's the right
time to ask.:)

As for all modern perl modules, installing is a matter of unpacking it
somewhere, then do
perl Makefile.PL
make
make test
make install
