{bb} irc help channel

>From the amount the irc channel has been used recently (not at all), it
would seem like a waste of time to keep it running.
As a result, I've stopped Orville, and will be removing the status display
for the channel from the server it was on.

For the time being, I'm keeping the logs available, since they have
several discussions that may have interest for others, though I may go
through them later to clean out adminitrative cruft for easier reading.
