{bb} notify delay

Brothers,

	I've noticed that when there is a sequence of broke-fixed-broke
that happen *within* the page delay, no notifications are sent out for the
second broke.  I am using HOST pagetype.

	I also think it might be affecting notification of admins with
larger initial (~) delays.  i.e. a notification is being sent out even
though the event has not been occuring *consecutively* for the initial
delay period.

	Has anyone else seen this?

	I would like to have the delay 'reset' when a monitor recovers.
That way the page delay only affects continuous outages.
