{bb} Inverse rules



I finally found the time to upgrade from 1.2a to 1.2b. Now I'm getting
different behaviour in the paging rules.

I have these rules:
!*;;msgs;;*;*;*
*;;*;;*;*;me@myaddress
but with 1.2b I am now getting paged for msgs going red.

Changing this so that the hostname is specific and not wild-carded, stops
the pages:
!host1;;msgs;;*;*;*
!host2;;msgs;;*;*;*
!host3;;msgs;;*;*;*
*;;*;;*;*;me@myaddress

Which reminds me, I don't think anyone ever answered my question a number of
months ago on the scope of the negative rules. Are there any order
dependencies, or does a "!" rule over-ride all other matching rules
regardless of position? What result would this produce?:
*;;*;;*;*;me@myaddress
!*;;msgs;;*;*;*
*;;*;;*;*;them@theiraddress
