Depends how you're notifying.  In some places, there's an 
'A' pager, 'B' pager and a 'C' pager.  The people rotate the
pagers.

Or you could define aliases and have a cron job rotate them as
needed.

Big Brother can do the notification and the escalation.  We try
to stay out of scheduling.
