{bb} only page/email on status changing?

Hi.  I'd like to know if (and where) there is a configuration option or a
plug-in that would tell BB only to send email if the status of something
changes; ie, if something is down for 12 hours, I don't want to get 30
emails, but just one when it goes down, and one if/when it comes back up.
Is this possible? :) Thanks.
