Change the initial delay on the ext-epagesvcsec-Mail recipient to 30

email@doamin.com:~15-30 ext-epagesvc-Mail:~15-30 ext-epagesvcsec-Mail:~30-30

Have you looked at the escalation token (^)? It might be better suited to 
your needs.
