I don't think it's directly related to your current problem, but this line bothers me:

What exactly do you mean by that?  One interpretation I thought of is "I added the word 'BBPAGER' to all lines in bb-hosts in the <bbserver>/etc directory."  Is that what you mean?  If so, that is not correct - only one machine should be your BBPAGER.  If not, could you spell out what exactly you changed, and in what file?  Also, are you (I assume) using BB 1.9e?  What OS?

On-topic, let's look at your bbwarnrules.cfg line:

  *;*;*;*;*;*;me@test.com

That's too many wildcards.  The first field is hosts, the second is hosts to exclude, the third is services, and the fourth is services to exclude.  So your line says, "For all hosts (except all hosts), for all services (except all services), at any time of any day, send mail to me@test.com when the color matches pageslevelsmail."  You want something more like:

  *;;*;;*;*;me@test.com
