{bb} Some features not working

I am currently running version 1.9c, and the following commands are not
working:

disable
enable
offline
online

I noticed in the documentation the following statement regarding these
commands:

"Maintenance mode messages: (these message types are disabled by
default)"

how do I enabled these?
