{bb} Not sending clears

I am running BB 1.9c on Redhat and using bbgen 2.7 .  Recently we have had a
problem with clears not being sent for connectivity at times.  Basically we
send an email via normal BB means and we call an external script to send
information to another platform.  When the systems have connectivity
restored OR we blue them out with the maint.pl script they do not send the
clearing email or send a clear via the external script.  This has not
happened in the past 4 years, any ideas what could be causing it?
