Is there a way that an e-mail will only go out of a proc is down for 15
mins
or what ever time frame we choose?

Do you want to notify on a specific proccess or any proc in general?

Add a page delay to the recipient(s) in your rule. There are 3 delays that can be applied, an initial delay on the very first page, a delay between every page and a delay before escalating the page to someone else.

Sounds like you want an initial page delay. By default, there is a 15 minute delay between pages so you only need to adjust the timing of the first one. Contrast this to the frequency of testing, which defaults to 5 minutes. If you want a 15 minute delay before being notified about a procs problem, then you are saying the procs test can fail 3 times before you get notified (I'm not criticizing, just making sure this is all clear.)

*;;procs;;*;*;person1:~15 person2:~15

The :~15 is the syntax for adding a 15 minute delay to the first page. Big Brother will not send a page to that recipient until 15 minutes have passed, then it'll send a page every 15 minutes thereafter until resolved.
