Not in standard BB, but the option exists in several of the add-ons.

For ping checks only, the "fping" extension lets you define what
routers a given host depends on, so if the router is down then 
the failure of the host will not trigger an alarm.

For other types of tests (smtp, http etc.) the network tester in
bbgen allows you to create arbitrary dependencies between network
tests. And you can go complete crazy with bbgen's combotest tool to
define complex relationships between different tests, and base
your alerts on those.
