Start by telling us what Big Brother says on the status page for the
services that are sending alerts. Do they report a red status ? If so,
what error message does the status page tell you ? It could be a bad
DNS, a slow network, or .... lots of other possibilities.
Do you have one server running all of BBDISPLAY, BBNET and BBPAGER ?
Or are there multiple servers for each of these tasks ? Have you tried
connecting to the services from the BBNET server - what happens if you
try that (a simple "telnet servername smtp") ?

No need to upgrade. 1.9c is not the latest & greatest, but close
enough that upgrading will not solve this problem.
