Thanks for the suggestion, but you are correct that I want a red notice
when a server is down and the router is still up.

Put a "dialup" directive on the hosts. This allows them to be
"off-line" without going red; they will go "clear" instead.
However, it will also cause the "conn" to go "clear" when the site
is off-line, which may not be what you want ...
