{bb} BBGEN versions

This goes back to a previous issue that was occurring but I'm curious to know why BBGEN 2.16 can ping, ftp and http test successfully and BBGEN 3.2 can't ping, but can ftp and http successfully?  Nothing in the system changed except the versions of BB.
