{bb} Ack an alert if no page?

I have some tests that can go yellow or red, and nobody will be
pages/e-mailed.  For example if disk space is high, it will go yellow
then red, but only on the web display (bb.html).  We have operators in
the NOC that watch those.

If is possible for them to acknowledge a yellow/red condition, even if
there was no e-mail/page.
