since all of your paging-rules define e-mail recipients only.
no need, but purple should be in pagelevels (unless it was
removed because of the slow network test cycle but dont' forget
to put it back when it is solved)

humm, over 10secs per host.
Does the DNS name lookup work properly ? Are there many hosts
behind a slow WAN link ? There is something wrong here and I'm
pretty sure it ain't BB.
I do plan to switch to fping to lower the time.
Almost 4000 seconds - that more than an hour for a single cycle
of the network tests !! You seriously need to look at fping,
and possibly bbgen.
that may be true but I think there's a bigger problem here and
switching immediately to fping and bbgen will only mask the
problem, not solve it.
