{bb} page the admin not working.

hello everyone,

I have gotten everything up and working with bb1.9e all events are monitored 
and on get notifications vial email and pager using kermit.  The problem I 
having is I got the the bb-ack.html and try to page the admin.  everything 
seems to go ok except i never get a page just an email.  below is the 
ouptput of notifications.log and my bbwarnrules bbwarnsetup.

I couldnt see to find any answers in the manual or the archives if I missed
