{bb} Page delay and recovered pages

Hi,

We set a page delay of 6 on most of our monitors to try and enforce a "only
page if this monitor has failed twice" sort of policy.  Just to confirm, a
page delay of 6 means that it won't page unless its been in error for 6
minutes, correct?

A possibly related problem, is that we get occasional "monitor has
recovered" pages, without every actually getting an error page.  Have other
people seen this?  Is there a solution?  We're running bb1.9c.
