Short answer: Both. Clients use the MAXMSG to determine how large a
message they can send, and the server uses it to cut off messages that
are too long.

The longer answer: As long as you keep the server-side setting at
least as large as the any client-side setting, it should be ok - then
you need only modify the server-side setting.
