I am not aware that there is any way of determining the sequence in
which network tests run.

I think you are worrying about a non-issue. fping normally runs all of
the ping tests in parallel - that is one of the ways it gets the
speed-up it has over normal ping - and then works out the dependencies
after all the ping-tests have completed. The bbgen ping test does
that, and I am fairly certain fping.sh does too.
