I think you're right, and this is a bug.
Now, the excuse is that the "depends" setting wasn't meant to be
used with the "conn" test, You should use the "route" setting for
that. But this is not explicitly stated in the documentation, and
it is also counter-intuitive.
So it's a bug I need to fix. In the meantime, you should get the
result you want with
10.0.0.1 host1.domain.com # route:host2.domain.com
10.0.0.2 host2.domain.com #
