{bb} Notifications not honoring inital/escalation delay

BB and/or BBGen are not honoring the initial and escalation delay
values in the $BBHOME/etc/bbwarnrules.cfg.

Scenario:  Per BB, our mail content filtering system occassionally
rejects SMTP connections when the email load is high.  BB usually
reports the condition to be corrected within 30-45 seconds.

Well, we don't care about these short event.  We only want to be
notified when the SMTP service is down for more than a few minutes. 
The lines in the bbwarnrules.cfg is:

In bbwarnsetup.cfg, the hg-WinSrvrs hostgroup is defined as:

hg-WinSrvrs: fbgapp1.domain.com fbgex1.domain.com fbgtnsdb.domain.com
www.domain.com fbggis1.domain.com fbgcas1.domain.com
fbgintdata.domain.com fbgld.domain.com fbgolap.domain.com
fbgpres.domain.com fbgpwd.domain.com fbgras1.domain.com
fbgte.domain.com fbgutil1.domain.com fbgwmis1.domain.com acs* iss*
fbgweb* fbgpos* fbgdc* fbgfs* fbgmssav*


- The mail content filtering system is fbgmssav.domain.com which
should be covered by the fbgmssav* entry.

- I previously each adminX and adminXpager pair in a "pg-adminX" group
but disabled it for troubleshooting.

- The fbgmssav.domain.com.info page shows the correct
alerting/notification settings.


What am I doing wrong?
