{bb} logging question

I have a simple logging question, I was under the impression that bb
was supposed to keep state when logging (so that it will only start
its next scan from the last line scanned). But this isn't happening,
the whole file is getting rescanned and I wind up getting dupe alerts.
Do I have something configured incorrectly?
