I think that a transition from yellow to red should warrant another alert.  Is this something that can be done?

I think BB is designed that way. The alert mechanism - once it has
sent out an alert - does not care about changes to the color of a
status, as long as they remain in an "alert" state. So you'll only get
a new alert message after the repeat-interval has elapsed, whether the
color changes or not.
