I have found that "Utlizations" are the best "Management Metrics". By
utilization I mean 0-100%. That is a straightforward concept that
is not subject to misinterpretation.
So when talking about 'capacity' I try and shy away from "Load Average"
but %CPU utilized. And the same goes for disk, network, and memory.
