You may not have to use a local SMTP server.

Have you defined an IP address (of an SMTP server) for the
"mailrelay" token in bbwarnsetup.cfg?
Also, you may have to enter a valid entry for the "bbmailfromaddress"
token in that file.

stop/start BBNTD after the changes.
