It's difficult to be definitive about that. Those values are placed into the environment and the local scripts will re-read them if they are not available. It comes down to whether the environment variables persist between calls to the local tests and this might even be OS dependent.

If your interested, I'd try making the change without a re-start
of the client. If, after about ten minutes, there's still no
change, you'll know that a re-start of the client is required.
My guess is that you'll probably need to re-start the client.
