basically, you can create an external script to do the paging and put it 
in $BBHOME/ext/pg. then you can call it from bbwarnrules.cfg as recipient 
as ext-<scriptname>-<address>

All the info you need for you sms are available thu environment variables. 
the Recipient address (<address>) is stored for example in $RCPT.

On that manual page you can find all the variables available to you.
