What do you have defined for the

pagelevels
pagelevelsmail

tokens in bbwarnsetup.cfg ?

If both are the same then BB only sends out email addresses.
They should not be the same.  Usually, it's used in the
following manner:

pagelevels: red purple
pagelevelsmail:

or

pagelevels: red purple yellow
pagelevelsmail: yellow

if you set both tokes to the same colors then only email
recipients will get the notifications.
