Hi,

to be alerted when a port on our backbones goes down we use since a 
couple of years the tool routermon.

you can download it at : http://www.routermon.net/

It has a integration to bigbrother, so I'm sure you can run it smoothly 
under the hobbit framework.

Perhaps give it a try...
