In my experience, this is most often caused by the BB server
being overloaded so it cannot respond to incoming messages
fast enough. Having a flood of purples that trigger alarms via
e-mail/pager makes this worse, because it then has to deal with
all of the outgoing alarms that add to the load.

Check the load on this server. BB does lots of disk I/O so
moving some stuff off to a RAM disk can improve the situation
(the $BBVAR/logs/ and $BBHOME/www/html/ directories are prime
candidates) - if you have enogh RAM in your box.
