Yes, a host can be a bbpager without being a bbdisplay. AFAIK,
the bb-hosts file on the server side of a pager-only machine
should only require one line to show that it's a bbpager.
However, the bb-hosts file is intended to be identical on
every machine (for most configurations) and I'd only
recommend it as a quick fix for the purposes of testing.
Eventually, in a production environment, you'll want to
automate the distribution of the various configuration
files.
