Thanks, I tried running it with your data and it does go blue here.
However (this shows how long it's been since I worked with BB):
You need to set the BBGHOSTS variable to 1 or 2 for the DOWNTIME
setting to have any effect.
So add this to your bbsys.local file:
BBGHOSTS=1
export BBGHOSTS
and restart BB. Then it should go blue at the next status update.

as you can see the vpn test is run as an external script on a seperate
BBNET server and the local server is also a BBNET server but with a
different BBLOCATION tag.

No, the status lifetime has nothing to do with the downtime setting.
Let us see your host definition from the bb-hosts file, and a copy of the
status message that ended up red when it should have been blue.
