{bb} mail notifications stopped

Our BB installation seems to have decided to stop generating mail
notifications. There was a red condition it should have notified us on last
night, but didn't (and nothing in acks/notifications.log). I did get a
notification on another issue at 8:00am this morning, but now I can't get it
to generate a notification regardless of how many red messages I send it.

There's nothing in BBOUT. I tried recompiling with -DDEBUG and submitted a
red message but didn't see anything mentioning mail or notification.

The reds are definitely showing up in all the bbvar places, the web page
shows red, but no notifications go out, and /var/log/mail doesn't show
anything going out. Regular mail goes out from this machine just fine.

I'm at a loss as to why it would have worked fine for months and then
stopped. Nothing changed on that machine recently. Any hints as to where to
look for problems would be extremely helpful.

We're running BB 1.9e on Redhat ES 3.
