{bb} Network down causes huge paging backups

When the T1 to the BBPAGER and BBNETWORK machine is down, everything 
that it monitors off-site goes red/purple for the duration and then I 
get a deluge of pages when it comes back up.  Is there a way to armor 
against this?

I've searched through the archives but haven't found an answer to what I 
would think would be a common problem.

Any ideas?
