No, the bb-snapshot CGI expects a CGI "query-string" parameter. So your
URL should be something like
http://bbserver/cgi-bin/bb-snapshot.cgi?mon=Jul&day=30&yr=2005&hour=16&min=143&sec=52

The front-end form is left as an excercise for the user :-)
