{bb} bbnt.exe crash (NT4 SP6)

I can't run the bbnt.exe on Windows NT.  I downloaded it today off the website 
and installed, and I get memory violations.  I Googled and found some things, 
but they did not work.  I will enumerate them below.  This is NT workstation 
also running Oracle 7.3, and I did see mention that sometimes it is a 
problem.

What I tried to do is to change the ForceRegClose key in the registry to N or 
Y (neither one of them worked) and then to do a fresh install of BB.  Neither 
of these worked.  Whether bbnt.exe or bbntconfig.exe, I get the memory 
violation.

I have run bbnt.exe before on NT 4 with no problems.  It is odd, but I would 
appreciate any advice.
