{bb} failover question

I have just setup my failover server.  all seems well except for the conn test.  If the primary is online, the failover does not update as well and eventually my conn tests on the failover go purple.  If it takes over, it starts pinging and starts updating.  Am I missing something here?  isn't the primary BB server supposed to update the failover?
