I do have it listed as a another BBDISPLAY. For a test I switched the
roles of my 2 servers and the other server updates the 1st one fine. So
is their a permission issue or what. What would cause one server to
update the the other bbdisplay and not the other way around?

Note that the "failover" script does not concern itself with your
BBDISPLAY server(s). It is intended to provide a back-up BBNET and/ or
BBPAGER, so that you continue to receive alert messages if the primary
servers fail.
If you want your "failover" sever to act as a secondary BBDISPLAY (for
network tests), you'll need to add the BBDISPLAY keyword to the line for
your "failover" server in the bb-hosts file on your primary BBNET
machine.
