What version of BB?  A while back (maybe a year or so?) 
the server and client were split into two separate processes.
I'm not sure if this has anything to do with what you see, 
but what happens when you do a 

netstat -an | grep 1984 

after attempting to start bbd (the non-client BB daemon)?
