There are a couple of lines at the start of the failover script
that you can uncomment to check that the correct IP address has
been selected and manually set it. I'd start by playing with those.

Next, I'd recommend that you try running the failover machine
as a normal BBPAGER (without the failover script) as a test.
That should help to localize the problem.
