Because the tests take some time and things don't happen on the exact clock 
tick that they should. 

T+0 secs:  BB starts the network tests
T+3 secs:  BB starts testing your smtp service
T+33 secs: BB times out while trying to connect to your smtp service
T+34 secs: BB sends a status report about your failed smtp service
T+300 secs:BB starts the network tests
T+303 secs:BB starts testing your smtp service
T+304 secs:BB receives a response from your smtp service
T+305 secs:BB sends a status report about your smtp service

Result: Downtime logged as (305-34) = 271 secs (4 min, 31 secs).

>From this, I'd say that BB did not get any response from your smtp
server. A connect-timeout.
