IIRC, the failover machine attempts to monitor your primary
BBPAGER by sending it dummy paging messages (over port 1984
or whatever you've configured). If I've understood your
set-up correctly, this part should be working as long as
your primary BBPAGER is working.
If you're also testing the BBNET part, the failover machine
attempts to ping the primary so you may need to modify
your firewall configuration to allow that.
