{bb} New BB4 Installation - security file problem

I'm having trouble setting up the security file. Here are example 
contents of the security file:

...and yet:

...also, the machine can't even send notification messages to itself, 
even though its subnet is listed.

I'm stumped. Also, in this situation, the machine basically becomes 
unusable. The number of bb-related processes went north of 7,000 last 
time I tried this and then was called away for something.
