I don't know of anything that will exactly fit the bill, but
you can try something like this if you want to do some intensive
testing without interfering with your production system.

If you install BB server on a different machine (or in a different
directory on your normal server but configured to use a non-standard
port) and enable debugging in bbpage.c, you will get a load of
information dumped into the BBOUT file. You can also replace your
recipients with a custom paging script. This might simply be an
empty script (to avoid annoying people while you test) or one
that produces additional debugging output.

To trigger a test, you will need to use telnet (or the client
part of BB) to pass the "page" messages in over the network.
