{bb} One more odd question about bb display

Fellow brothers and sisters,

I've hopefully got one last question...

Somewhere in the display code, there is something that tells 
the scripts what characters are ok and what characters are 
not ok.  Something about buffer overrun exploit protection.  
If I wanted to make an ampersand ok, where is that located?
