{bb} Scheduling disabling of alerts



I have added maint.pl to our system to allow alerts to be disabled, and that seems to be working fine.  However there is also the option of scheduling the disable action, which using the "at" command.  The webserver is running under the apache user which does not have a shell, and therefore the at command fails at execution.
 
I can see a couple of options:
    1) Give the Apache user a shell - worry about the security implications of that
    2) use mod_suexec - I'm concerned that that is opening a can of worms, and may have security issues of it's own.
 
I was wondering if anyone has this feature running, and whether there was a slick way to do this.  I'm running apache2 and bb-btd-1.9h on Centos 4.
